What you need to know

• 🔴 ZPAE WEST END — Zone Plan 2026 (Plenary of 26/02/2026, BOIB 07/03/2026). Early closing at 03:00 h between 1 May and 31 October for types 1, 2 and 3.
• ZPAE — in winter (1 Nov – 30 Apr) up to 2 hours of operating hours can be recovered on Fridays, Saturdays and designated public holidays, BUT only if accredited: acoustic certificate from a competent technician (insulation with adjacent dwellings, facade insulation and immission levels), limiter-datalogger with telematic control with the Town Hall, and access control with permanent security.
• ZPAE — measure (F): types 2 and 3 must install limiters with telematic transmission that the Town Hall can consult IN REAL TIME.
• ZPAE — measure (E): operable openings prohibited. Double door with self-closing spring and mandatory FORCED VENTILATION.
• ZPAE — measure (D): works are not permitted in type 2 and 3 activities unless they reduce noise immission values, or prove that they are maintained. Any renovation requires an acoustic study.
• ZPAE — measure (C): no new type 2 and 3 activities are permitted, nor extensions of existing ones.
• ZPAE — measure (B): removal of terraces and outdoor seating from 02:00 to 08:00, and all outdoor music broadcasting suspended.
• ZPAE — the City Council will conduct acoustic measurements during the winter of 2026 and subsequent years to verify that levels remain stable.
• Art. 44.1 — the limiter must allow programming music emission schedules DIFFERENT FOR EACH DAY of the week, and entering extraordinary schedules for holidays.
• Art. 44.1.d — access to programming is restricted to authorized municipal technicians, by means of mechanical or electronic protection.
• Art. 44.1.k — the City Council may require telematic access to the limiter records.
• Art. 44.1.f — storage of levels and tampering for at least one month, with a frequency of 5 to 15 minutes.
• Art. 44.2 — calibration depends on the ACTUAL acoustic insulation of the premises. It is not set by default.
• 2024 Update (art. 44.3): live ambient music is permitted — from 13:00 to 23:00 h, maximum 2 days per week and 2 hours per day.
• The wording of art. 44 is virtually identical to that of Formentera: both municipalities stem from the same model ordinance.

What the limiter must comply with

1. Function as a frequency limiter in 1/3 octave and as a sound recorder.
2. Allow programming of the limit values for sound impact and provide a display to view them.
3. External calibrated microphone with the equipment, capable of detecting manipulations and verifiable with a calibration system.
4. Save history with the date and time of the last programming.
5. Store on a stable medium, for a minimum of one month, the sound levels and manipulations, with a programmable periodicity between 5 and 15 minutes.
6. Store in internal memory the manipulations of the musical equipment and of the limiter itself.
7. Detect other sound sources operating in parallel.
8. Have a locking system for connections and microphone.
9. Prevent playback if the limiter is disconnected from the electrical network or from the sensor.
10. Allow municipal services access to the record storage.
11. Allow telematic transmission of data.
12. External luminous display showing the instantaneous sound level in dB(A).
