The limiter is the entry ticket. Isolation is the big ticket.
Many venues believe that installing the device alone is enough. It’s not. The ordinance requires, in addition to the limiter, a minimum isolation that the acoustic study reveals. And that isolation is where it truly matters whether the venue can actually play music.
The clause you must read
"The installation of an acoustic recorder limiter does not replace under any circumstances the minimum isolation required for the venue."
